Develop policy, strategy and CONOPS for satisfying NSPD 51/HSPD 20 requirement for the Secretary of Defense, in coordination with the Secretary of Homeland Security, to provide secure, integrated, COG communications to the President, the Vice President, and, at a minimum, Category I executive departments and agencies. Develop mission essential and primary mission essential functions. Assess continuity programs, plans and procedures using FEMA-developed, FCD-1 developed tool.
